WHO WE ARE
Our Staff Team

Pastor William Wagner, Jr. is a native of Monterey, California and moved to Wise County Virginia in 1970, where he lived until 1994. He is a 1997 graduate of Warner Southern University and has been in church ministry for over 30 years pastoring in Florida, West Virginia, Virginia, and now Tennessee. He has served as an Associate Pastor, Youth Pastor, Senior Pastor, and Sports Chaplain over his many years of ministry.
Pastor William and his wife Julia have been married for almost 40 years. The couple moved to Tennessee two and a half years ago to be closer to their son (Will), their daughter (Samantha), their son-in-law (Corey) and their two grandsons (Callum and Carver).
Pastor William believed that when he moved to Tennessee in 2023 that he was retiring from full-time ministry. However, God wasn't done with him quite yet. He sensed a strong moving from the Holy Spirit that he was to continue doing the work of the Lord, and that is what led him to Heritage First Church of God where he accepted the Senior Pastor position in 2024.
Pastor William enjoys serving the Lord, spending time with his family, and being a Pittsburgh Steelers fan.

Doug and Sue are originally from Fort Wayne, Indiana, and proudly call themselves Hoosiers. Doug retired from Pepsi, and Sue retired from Parkview Medical Center, where both spent many years working in Fort Wayne. They are the proud parents of four sons—Craig, Andy, Nick, and Kenny—and have been blessed with 15 grandchildren. Their oldest son, Craig, and his wife, Brenda, live in Johnson City, while Andy, Nick, and Kenny still reside in Fort Wayne.
One special reason Doug and Sue chose to retire in Tennessee was to be closer to their oldest grandson, Zac, who is an optometrist serving in Bristol and Wise, Virginia. Tennessee also felt like the perfect location because it is a halfway point between Fort Wayne and Myrtle Beach. As Sue said, “We were going to retire and move down to Tennessee, and here we are.” They enjoy hiking, running, watching sports, antiquing, and shopping.
Doug and Sue will celebrate 40 years of marriage in November and share the same anniversary as Pastor William and Julia. Back home, they were active in their churches, The Chapel and Avalon Missionary Church. Doug served over the ushers, and Sue served as a greeter while also helping with the local food bank and hospitality ministry. After doing some online church searching, they found Heritage First Church of God in 2023, and it immediately became their church home.
Since joining Heritage, Sue was offered the challenging role of Church Secretary and has loved serving in that position. Doug is also very active in the church and, last year, they took on the Video and Audio Ministry together. Doug and Sue enjoy serving and feel deeply blessed by this loving and compassionate church family. They truly believe they were led here by the Holy Spirit.

Pastor Steve Tilley served as pastor of Heritage First Church of God from 1999 until 2024. A graduate of King University (1980) and Anderson School of Theology (1983), he has devoted his life to ministry through faithful service and leadership. Before coming to Heritage, Pastor Steve pastored three congregations in Virginia and served as a Youth and Music Minister.
Pastor Steve served Heritage at its previous location on Hall Street and, beginning in 2006, at its present location on Rock Springs Road. He has long had a heart for missions and pastoral care. In reflecting on his years of ministry, Pastor Steve has said, “We are blessed with a wonderful church family who loves God and loves to serve others!” His prayer has been for God’s family to grow closer to Jesus Christ, to live according to His will, and to reach those who have yet to know Jesus as their personal Savior.
Pastor Steve is married to Candace Tilley, who formerly served as church secretary and continues to serve as bookkeeper. She has loved working at the church and has been deeply involved in the Ministries of Heritage. She especially enjoys playing the organ and participating in outreach ministries and missions work.
The Tilley’s have two children: their daughter, Joanna Billings, and her husband, Isaac, who live in Montana; and their son, Jacob Tilley, and his wife, Christa, who live in Oklahoma. They enjoy traveling to visit them as much as possible. Through every season of life and ministry, their testimony remains the same: God is good—all the time!
